unable to post a picture in group forum

Description
A user reported that he's unable to post a picture in group forum. I see the problem. When you click on the the insert/edit image icon, this comes up:
rather than any sort of upload guidance. This is something I've never used, so perhaps the befuddlement is mine?

Hi Marilyn,
In the "Insert/edit image" dialog, the user needs to enter the direct URL to an image in the "Source" field. The Insert Image functionality isn't meant to be used to upload an image. If the user wants to upload something, the "Attachments" field should be used instead.
