This turned out to be a BP bug introduced in 1.6. It only affects logged out visitors.

See http://buddypress.trac.wordpress.org/ticket/4464 for the explanation and fix.

The Commons is upgraded to the latest 1.6 branch, including this fix, in https://github.com/castiron/cac/commit/b40005b8a06b0e0a810c09db71b9138cddb9e139
