When going to create a site on the new dev site, The Site Layout section is missing and you can not select a template. https://cunyac.reclaimhosting.dev/sites/create/

This got broken when I created the dev site. Sorry about that.

I've replicated the template sites from production in the dev environment. I believe they're fully functional. The thumbnails on the site creation page are not working because of a weird quirk in the plugin. But Sara's most recent mockups suggest that maybe these thumbnails aren't useful anyway, so I'm not going to take the time to fix it at the moment (or unless Sara says we need to have it working for testing!).
