Add way to create new course from course listing?

Description

As a faculty member wanting to create a new course, I'm unsure where to go. I would think that I would go to Courses and that there would be a link to create a new course from that page. But there isn't; should we consider adding a way?

I feel like we've discussed this before, but I would recommend that we review the options here

The reasoning is that Courses are not really a "thing". What you see in the Courses directory corresponds to either groups or sites that have chosen 'Teaching' as their 'primary purpose'. See https://redmine.gc.cuny.edu/issues/9801#note-6 and related discussion. A 'Create a Course' button wouldn't know whether to send you into the group creation process or the site creation process.

We could have a Create button that simply takes a user to https://commons.gc.cuny.edu/create, though I'm not sure if surfacing this link in the Courses directory would be more confusing than helpful.

I think that last idea is a great one and one that we should seriously consider. I get that "courses" isn't really a thing on a technical level, but I think it is from a user experience level
