This is likely the same issue as #21964

I was able to see the queued items for activity id 1092333 in the database. I used a small script to trigger a manual run of the BPGES async send queue, and I found that requests were timing out after a couple batches were sent. I monkey-patched to set the timeout to 30 seconds and it seems to have made the problem go away.

It's not clear to me why the TLC posts in particular would be occasionally exceeding the default 10s limit - could have something to do with the number of members subscribed? - but it should be harmless to bump the limit across the board. I'd also had a change in place that limited the number of items that could be sent in a single batch. See https://redmine.gc.cuny.edu/issues/21964#note-30.
