Description

Just visited the CUNY DHI forum page as a non-logged-in user and saw a "Post New Topic" button there. Clicking it didn't do anything but bring me down to the bottom of the page, but that button probably shouldn't be visible to non-logged-in users.

A very minor issue, but I thought I'd note it.
