closedEvents ICS download not working

Description
FYI, I was able to create an event, but after I did, when I clicked on the Download ICS link, I was taken to a Page Not Found error message.

Ray, can you look at this, please? Is EO not properly registering its rewrite rules?

This is weird because this is working on cdev and locally in my tests.
I tried flushing the rewrite rules by going to "Settings > Permalinks". That also did not work.
Boone: What ended up working was manually flushing the APC cache... this is starting to get really annoying. I think we need to spend some time to figure out what is going on.
Matt: Let me know if the ICS link is working for you now.

Ugh. If you have ideas, I'm all ears. Is there any way we can log failed cache deletions?

According to this article:

Our APC fragmentation should be less than 50%; our APC fragmentation is currenty at 100%(!).
The article says we should bump up the apc.shm_size
setting for more memory.
Update: apc.shm_size
is already set at 2056M, which is quite large...
