Add "Post Topic" to Group Forum pages

Description

When one clicks on "Forum" on group pages, it's unclear, at first glance, how to post a new topic. I seem to remember that there used to be "Post Topic," with a link down to the posting box at the bottom of the page, up above the list of forum topics. I think it would be a good idea to add that kind of link, though we want to make sure it doesn't create an overly busy layout -- right now, the email notification settings are very prominent, and we shouldn't lose that.

I also rearranged the group header just a bit so that the markup was more comprehensible and the layout was a bit easier on the eyes. The latest changes have been pulled to cdev for you to see. Make sure to do a hard refresh to ensure you have the latest stylesheet.
