On Profile Provide a Way to Enter or Change Campus Affiliation

Description
This is in response to a ZenDesk issue - I don't think we provide a way to change campus affilitation on the profile page. This affects search results - i.e. if a student at the GC doesn't pick the GC upon registration, the search for her name with GC checks does not find her. Also, members do not seem to be able to change or add campuses to their profile.
- Priority name changed from Normal to High
- Category name changed from Public Portfolio to Directories
- Target version set to 1.9.1
Campus affiliation is now inferred from a user's Positions fields. It looks like the member directory filter mechanism was never updated to reflect this change.
For clarification, the campus affiliation ("College") provided by the user on the registration page is actually part of Positions.
What this all means, IMO, is that the directory filter should be fixed to look at Positions. We should not be allowing users to modify their (legacy) Campus affiliation in addition to their Positions - this creates an unhealthy duplication of data.
I can fix it but I don't think I can have it ready for 1.9.
