I tried to leave a comment on this post -- https://gcenglish.commons.gc.cuny.edu/2016/congratulations-new-phds/ -- but when I submitted my comment, I hit an unauthorized post page. Please see the attached screenshots

The unauthorized.html page is part of a protection I set up some time ago against certain kinds of DDoS and spam attacks. It's not clear to me why you're getting the notice in this case, or why it's showing up at /var/www/html/ etc - a file path rather than a URL path. But in any case, because of some improvements that Lihua has made to our security setup - specifically, related to fail2ban - I think we can consider taking down my imperfect protection.

I'm going to do this for 1.9.15. If we get reports of spam (more than usual, anyway), it can easily be restored. I'll put this ticket into the next milestone so we can assess on the 21st.
