Description

Right now, email can only be sent between members who are friends. We have had a request on UserVoice to alter this functionality and to create a global address book. The only downside I can see here from a policy point of view is that it could increase the potential for members to spam one another with messages. Since identities can't really be spoofed through our system, however, that's not a huge problem, so I think we should consider this.

BuddyPress lets you send private messages to anyone on the installation. It just doesn't do autocomplete for all members. I'm assuming this is what you want changed.

I've done this in https://github.com/castiron/cac/commit/6ee7bac5ed167073fb3f5ba9da1075f5cad338fc. Please reopen the ticket if I've misunderstood.
