The theme has two strikes against it. One is that, as you note, it doesn't appear to be maintained. The other is that it fails the WP theme check utility in a couple ways that are telling: it doesn't appear to have robust accessibility support, it contains plugin-like functionality, it doesn't support some more recent WP features (since it hasn't been updated, it's not much of a surprise).
If Daisy simply likes the look and feel of Pilot Fish, I'd like to suggest that she do a bit more research to find a more up-to-date theme that meets the criteria. If she is asking for this theme because she's migrating a specific site to the Commons that is currently using Pilot Fish, it may be possible to make an exception and install the theme, but limit it to her specific site. Scott, could you please get some more background?

Thanks, Boone. I agree we should ask her to look for a new theme. Can we give her any guidance in doing so? Like, Boone, would you suggest, say, not using a theme that hasn't been updated in over a year? six months? any other way for a non-technical user to understand other possible issues simply by looking at the WP repo?
