Matt, if this adjusted statement helps solve the situation where site owners decide certain parts of a site/group has a different license, I'm find with it.
The visual implication of this change simply means that the longer footer line will wrap to two lines. But that's fine.

Since the link goes to the CC website, not some internal documentation regarding site licensing, I'd suggest that (a) makes more sense.
