When posting group files, allow users to add a category without saving

Description
From UserVoice : For existing categories, we can select from checkboxes; for new categories, there is a blank field. But there's no button to add that field to the list of checkboxes. As a result, the only way to tag something with multiple new categories is to repeatedly save and edit, which is a pain.
- Priority name changed from Normal to Low
This is a nice idea, but it'll require writing a fair amount of javascript and server side stuff. As it's a request that affects very few users, and it's only a convenience rather than a totally missing feature, I'm lowering the priority in anticipation of punting to a future release.

Much of the Group Files stuff will be written in CBox, so it doesn't seem worth our resources to make large modifications to the existing system. But this will be taken into consideration when redesigning the file upload feature.
