This is not a huge issue, but when I decline a group membership request, I usually like to write to the person who made the request to tell them why I had to decline. Currently, there is no way to do that other than going to the person's profile and sending a message through it. we might want to add a space for messaging to the decline action, so that people receive the decline notification along with a rationale. But maybe this is too small an edge case to be worth of development -- I'd guess this happens only a few times a year
