Create Mouseover Tooltips throughout Site

Description
This is a big project, but it's an important one: create a series of tooltips that will help users figure out how to use the site through contextual help items.
I figure that we can use this ticket to discuss what these might look like and to compile a list of needed tooltips. If needed, we can use use Basecamp for this.
Per ticket 361 (http://redmine.gc.cuny.edu/issues/show/361), we should have a tooltip that explains what happens when friend requests are rejected/declined -- ie., the person who requested the friendship does not receive an email notification of the rejection).
I agree its big but important. There are two aspects to it, one the technical part of showing the tooltips and two where to show them and what to say.
For the first part I saw this a while back and haven't looked closely at it but I think it seems to be what we want. There are two sites but both by the same person, I think the second one is really more of just a showcase for what it can do.

The second part requires input from the team. That may be better done in Basecamp.
Thanks, Chris. I had thought that we'd use Amberjack for a revised version of the tour. What I mean by tooltips are little question marks (or some like symbol) that might appear next to a site element. On mouseover, the question mark would pop up a window explaining the functionality of the element and links to further help resources if needed.
