Event Fall back for when there are no events

Description
There are currently 0 events on the commons. This causes the page to be blank and empty with no prompts to add an event. I know it is summer so events are not common so it might be nice to put up a CTA here. To log in and post an event or to post an event if you are logged in.. see below. Thoughts?

Before dev gets started on this, we should finalize the language for the text block. I think we need two versions, for logged in and logged out. How about:
Logged Out:
There are no upcoming public events right now. To create one, log in below and come back to the Events page!
Logged In:
There are no upcoming public events right now. Click the Create a New Event button above to add your own!
And let's capitalize all of "Add Your Event!" above that for consistency.
