Description
Per our discussion at the May 20 subcommittee meeting, please explore alternatives to Google Analytics. Thank you!

I think our minimum requirements are:
1. Must be FLOSS
2. Must be self-hosted
3. Must provide API so that we can provide user-specific data
I think that these limit our options to two packages:
- Piwik https://piwik.org/
- Open Web Analytics http://www.openwebanalytics.com/
My initial impression is that Piwik is more widely used and under more active development. It also has a popular WordPress plugin that we could probably use as a starting place for Dashboard integration on the Commons: https://wordpress.org/plugins/wp-piwik/
It'd be nice to get a preliminary review of Piwik from Valerie to see if she thinks it'd be sufficient for our purposes. If she says that it's missing critical functionality, then it may be a non-starter.

Open Source, requires no cookies, fully compliant with GDPR, CCPA and PECR
On our community team call, we said we'd discuss this in more depth next week at our meeting
