Add Brief Descriptions to Files and Docs

Description
Right now we don't have much to help people distinguish between files and docs. In lieu of larger changes which may come later, this feature request proposes adding a few sentences to the top of each section.
For the Docs section there is no title so a title similar to the Files section was added, Docs List, and then the text:
Docs allow you to create a collaboratively edited online document. Any member can edit the document.
To upload files see the Files area
For the Files Section the XX would be replaced with the actual upload size and the list of allowed file types would be edited to reflect reality.
Files allow you to upload up to XXmb per file of types: doc, pdf, xls, png, jpg, gif..
For documents you can collaboratively edit online, see the Docs area
Files
If this is accepted perhaps it can be done with other changes to the area like #2192, #2833, #3006

Great idea, Chris, and one that can be implemented quickly and easily. Nice thought.

Nice work -- looks good to me. A few small changes:
Files page - "For documents you can collaboratively edit online, see the Docs area" --> please add a period at the end sentence
Docs page -
"Any member can edit the document." --> please change to "any group member"
"To upload files see the Files area" --> please add a comma after "upload files" and a period at the end of the sentence
